Loxley Health’s leadership brings together ownership, business governance and clinical oversight.
Each area has defined responsibilities, allowing strategic, clinical and operational decisions to be led by people with the appropriate experience and authority.
Danny Mann
BA, MPropDev, MAICD
Founder and Director
Danny founded Loxley Health and has owned and operated North St Ives Medical Practice since 2018.
He is responsible for the group’s strategy, governance, investment and long-term development.
Danny has led the operational development of the practice and its transition to St Ives Doctors, including the relocation, workforce expansion and establishment of the new practice environment and operating platform.
His background spans healthcare operations, commercial management and property development. This brings a practical understanding of both the daily requirements of general practice and the investment, infrastructure and planning required to support it over the long term.
He works closely with the clinical and practice management teams to ensure that business decisions remain connected to the needs of doctors, staff and patients.
Dr Caroline Scarman

Clinical Lead
Dr Caroline Scarman provides clinical leadership at St Ives Doctors while continuing to practise as a general practitioner.
As Clinical Lead, Caroline supports clinical governance, quality improvement, peer engagement and the clinical assessment of proposed changes to services, systems and facilities.
She works closely with the practice’s doctors, nurses and operational team to ensure that decisions affecting patient care remain grounded in appropriate clinical judgment.
Her role provides a clear point of clinical leadership within the practice and maintains an appropriate distinction between clinical decision-making and business management.
Her continuing work as a GP keeps clinical leadership closely connected to the realities of daily patient care.
Practice Management
Practice management is responsible for coordinating the daily administrative operation of the practice and implementing the systems, procedures and service standards established by Loxley Health.
Najeeb Shafi
Front Desk Lead
Najeeb coordinates the day-to-day administrative operation of the practice and supports the implementation of Loxley Health’s operating systems.
His responsibilities include front-desk operations, patient administration, administrative workforce coordination and the implementation of practice procedures. He works closely with the doctors, nursing team and group leadership to identify operational issues, coordinate responses and maintain effective communication across the practice.
Najeeb is also supporting the transition to St Ives Doctors, including the preparation of the administrative team, patient systems and operating processes required for the new practice. His role provides an established point of operational coordination and supports the consistent delivery of the practice’s administrative and patient-facing services.
Specialist Support
The leadership and practice management teams are supported by external specialists across accreditation, quality and risk, finance, employment, technology, property and professional services.
This provides access to specialist capability where required, while accountability for decisions, implementation and outcomes remains with Loxley Health and the practice team.
